We currently have a great assignment for a Director of Facilities with one of our top clients.  The Director of Facilities and Construction Management will support our client, a non-profit organization focused on providing residence for seriously ill children and their families.  This position is located in Bethesda, MD.

Job Responsibilities

The Director of Facilities and Construction Management (DFCM) is responsible for leading, planning, coordinating and managing facility and construction functions for two facilities.  The DFCM coordinates the general upkeep and maintenance of two facilities and grounds.  The DFCM also manages relationships within the surrounding campus community to ensure the effective operations.  The DFCM is primarily responsible for coordinating all design, renovation and new construction.  The DFCM is a member of both the Program and Services Team and the Senior Leadership Team, and shall:

  • Provide the leadership, management and vision necessary to ensure proper organizational controls, reporting procedures and personnel are in place to effectively deliver best practice services in facility management to resident families
  • Recruit, train, develop and supervise the Facility Coordinator
  • Oversee maintenance and landscaping contract ensuring that the safety, cleanliness, orderliness and beauty of the facilities are maintained
  • Coordinate and monitor all maintenance and repair activities conducted by internal resources and outside contractors
  • Assist with the coordination of staff training related to safety and security including development and maintenance of CAP and COOP emergency response
  • Train and coordinate volunteers and volunteer groups working on facilities projects
  • Motivate employees for peak performance and creative thinking regarding departmental operations
  • Maintain communication and relationships with campus facility contacts and community at large
  • Demonstrate a commitment to biomedical science and the future in healthcare facilities management
  • Coordinate with the CAO, CPSO and CEO in formulation of departmental goals and objectives and their implementation through appropriate policies and procedures
  • Promote a homelike environment of support and understanding for residents
  • Demonstrate positive and meaningful engagement with all families and key stakeholders
  • Ensure proper enforcement of rules and manage conflicts when necessary
  • Maintain flexibility and acknowledge stresses of communal living
  • Meet reasonable needs of residents
  • Manage and monitor administration of facilities-related contracts
  • Maintain contact with directors, administrators, supervisors, architects, engineers and other personnel to facilitate accomplishing all projects and assignments in a timely fashion
  • Ensure quality of contractual work and identify cost overruns, risk management and reporting discrepancies to the CAO
  • Maintain accurate paper and electronic records for facility operations including supply inventories, reports, mechanical equipment, purchase orders, warranties, parts lists, operating instructions and other documents pertaining to preventive maintenance and repairs conducted
  • Create, revise and maintain program manuals, policies, procedures, forms, emergency plans & procedures, etc.
  • Maintain facility reporting database
  • Through the Resident Managers, assure timely communication with residents regarding changes in facility maintenance schedules and activities
  • Serve as building manager and coordinate periodic inspections of the facility including sleeping rooms, kitchen and laundry room equipment, building systems and grounds to ensure appropriate operating conditions and standards of cleanliness are maintained while noting variances and arranging for corrective services
  • Maintain and update maintenance schedules and requests including annual walk-through with campus Facility Manager and Building Engineer
  • Work in conjunction with other members of the Resident Services team to inventory, maintain and stock supplies for families, emergency preparedness, vehicle maintenance and linens
  • Ensure proper and timely inspection of security and fire systems and educate staff and residents regarding security and fire safety
  • Evaluate and facilitate preventive maintenance programs to ensure that proper procedures, frequencies, documentation and quality levels are achieved
  • Coordinate with campus management to ensure routine and periodic evaluation, replacement and documentation of electrical, mechanical and emergency systems to ensure proper levels of operation and redundancy
  • Ensure the successful operation and maintenance of all vehicles belonging to facilities
  • Attend Board and other designated meetings when requested by the CAO/CPSO to provide updates on the condition of the building and grounds and recommendations for major building and system repairs and new equipment requirements
  • Serve as representative and Project Manager for all construction, renovation and improvement projects regardless of funding source
  • Read, understand and interpret blueprints, drawings, floor plans and schedules as they relate to electrical, mechanical, plumbing, HVAC equipment and building structures
  • Inspect and verify the satisfactory completion of all construction projects throughout the facilities and ensure that specifications for construction projects are met along with verification of all warranty work
  • Provide assistance in selection of building design, operating systems and equipment
  • Participate in and ensure the accurate transmission of staff input to the design team for all projects
  • Review plans, contracts and specifications for completeness, scope of work and building feasibility
  • Be responsible for final selection and ordering of finish products, fixtures and furniture
  • Prepare a project budget, maintain an accurate accounting of costs and approve all invoices

Specific qualifications for the Director of Facilities role include:

  • Bachelor’s degree from an accredited institution in engineering, construction management or similar discipline
  • 8+ years facilities management experience required
  • Experience in a healthcare facility required; preference given to candidates acquainted with the needs of people in stressful or crisis situations
  • Understands medical research and infection control in a clinical environment
  • Experienced and proficient with a wide range of personal computer hardware and software including desktop publishing and spreadsheets
  • Successfully performed high-level decision-making in an operational management capacity
  • Proven experience in effectively planning, organizing, administering, coordinating, reviewing and evaluating the management of facilities
  • Skilled in successfully and professionally representing the department in a positive manner
  • Must have valid driver’s license with a clean driving record
  • Must have strong management and oral & written communication skills 
  • Should have strong facilitation skills
  • Should be friendly and tactful with a compassionate personality
  • Attention to detail and good responsiveness to deadlines necessary
  • Skilled in responding and developing plans of action quickly when urgent needs arise
  • Skilled in working in and promoting a team atmosphere
  • Must be flexible when necessary and demonstrate good decision-making ability in order to protect the safety and security of residents
  • Must have knowledge of various building codes, procedures, guidelines, etc. that apply to hospitals and health care settings
